Since we need runner cards to test and debug track scans we might aswell implement them.

Get all cards
Get a single card
Create a new card (with or without runner)
Update a cards information
Delete a card

We also need tests for them:

Get card(s)
Create a card (w/ and w/o runner)
Update a card (change/remove runner, enable/disable)
Delete a card
